In 2024, significant changes are underway in Victoria with the State Taxation Acts and Other Acts Amendment Act 2023, effective from 1 January. As practitioners prepare for the evolving landscape, key updates include:

Land Tax:

Prohibits adjustments in land sale contracts from 1 January 2024.

Exceptions for contracts before 31 December 2023, settling on or after 1 January 2024, and those exceeding $10 million.

Windfall Gains Tax:

Restricts passing or adjusting assessed WGT liability from 1 January 2024.

Exempts contracts before 31 December 2023, settling on or after 1 January 2024.

Vacant Residential Land Tax (VRLT):

Expands to all Victoria, taxing properties vacant for 6 months from 1 January 2025.

1% to 3% tax on CIV for consecutive vacant years.

Unimproved Residential Land:

From 1 January 2026, VRLT applies to undeveloped residential land in specific Melbourne areas vacant for 5 years.
